discs quietest formats currently available on 3.5 "disks are Western Caviar Green and Samsung EcoGreen, both 5400rpm. The reason is that spin more slowly produce less noise, although with a slight loss of performance.
In this comparative they do in BeHardware , we can find just these two models, face to face, in their versions of 1TB. And not only can find it, but how are these discs compared to other market like the Samsung F1 or the Caviar Black, also considered relatively quiet despite its 7200 rpm.

As can be see the comparison, one can conclude that between Samsung and Western Digital EcoGreen Green leaves the Samsung slightly quieter. The difference is really small, less than 0.5 dB, both AAM (Automatic Acoustic Management) enabled as without it. But it is also interesting to note that the Samsung also pays more than the Western Digital, so I finally I would choose the Samsung if I had to buy one of them.
